BannerExperiment - Next Big Thing?

Tony developed a website with almost the same idea as the MillionDollarHomepage.com but  instead of selling the adspace, website owners can submit their banner for free.  The suitable banner size is a wellknown international standard banner  of 88×31 pixels so that we can fit in with as many banners possible on  the screen. Exactly 500 visible spots. It works just like a regular toplist: Website owners register with them and they place a backlink on their websites. BannerExperiment have a limited amount of visible places for banners (500). But there isnt a limit of how many website owners that can register with them.
But it will only be those 500 websites that sends them the most  traffic that will get their banner visible. And the more visitors they send, the higher their banner will be 
placed on our website. So they have excluded the “selling” part and instead they included a “competition” part to make more website owners register. Only thing they will need is a standard mini banner 88×31 pixels.
